  • Safety Testing Requirements: Developers of AI systems deemed risky to national security, public health, or safety were required to share safety test results with the U.S. government before public release. 
  • Standards for AI Development: The order mandated federal agencies to establish standards for testing AI systems and addressing associated risks, including cybersecurity threats. 
  • AI officers: The order also directed federal agencies to appoint chief AI officers and set guidelines for the responsible use of AI across various sectors. 

The executive order sought to enhance AI competitiveness by encouraging innovation while ensuring that civil liberties and national security were not compromised. 

Trump’s Changes to AI Policy

Upon taking office on January 20, 2025, Trump revoked Biden’s AI executive order. His administration’s approach is expected to focus on reducing regulatory burdens. Trump’s repeal is aligned with the Republican Party’s platform, which criticizes Biden’s regulations as overly restrictive and detrimental to technological advancement. 

Furthermore, the new Trump administration is said to promote an environment where private companies can develop AI technologies without stringent government oversight, potentially leading to faster innovation cycles.  

However, it’s important to keep in mind that the Trump administration has not yet detailed a new framework for AI governance. Yet, there are indications that it will prioritize deregulation and encourage initiatives to fill any regulatory void left by the federal government’s withdrawal from oversight.

The repeal of Biden’s AI executive order is expected to increase freedom in development. Tech companies will benefit from fewer regulatory constraints, which will allow them to innovate more freely. Along with that, tech companies will also get a competitive edge, as companies will be able to prioritize rapid development and deployment of AI technologies without extensive government regulations. 

What Experts Are Saying

Experts have conveyed various messages regarding President Trump’s repeal of Biden’s executive order on AI. Let’s talk about some:

Ami Fields-Meyer, a former senior policy advisor on AI, criticized the repeal, saying, ‘You’re on your own,’ referring to how repealing the executive order would end provisions aimed at protecting people from bias or unfair decision-making from AI.

Carl Szabo, vice president of NetChoice, supported the repeal, arguing that Biden’s order imposed unnecessary burdens on small businesses and innovators. He claimed that such regulations could hinder America’s technological edge against competitors like China, advocating for a more innovation-friendly environment.
